I've also got some other tag above it that says: "INV. 149431". It is just above the other tag that says just "MO-198". What's the purpose of that tag other than to tell you the last 6 digits of the VIN? I didn't see any tag like that on the photos above!

You can try to get a copy of the FL title issued at the time if the auction. If you don't know`when it was sold, Carfax should be able to help. FHP wrote the troop/unit # on the titles at the time of sale: (click the link below for a large pic)  http://www.specialservicemustang.net...res/title.html
