The paint is industrial and made my KRYLON. It's QUIK-MARK 03702 Fluorescent Orange.
I did not know someone refurbished these or else I would have gone that route. For one who is taking the conservative route, the paint is great. Just remember that the needles are very delicate and cover up the rest of the gages. What I did is I cut a circle on a piece of paper then I cut the circle (0nce) towards the center. This allowed me to slide the paper under the needle and cover the gage. I painted and removed the paper.

I've used model paint in the past or even mixed my own and just used a brush....saves having to worry about overspray.
