Knowing Andy, I'm guessing "Mental Patient" (all in good fun). In Delaware, they're called a "Ten-81".
Reminds me of a story when I worked as a dispatcher for the University of Delaware Police Dept. During the off-season, summer months, a Student Aid radio'd in for assistance using the Ten-code system. When asked what his problem was, he said "There's a car parked in the fire lane, and the girl inside is giving the guy a "Happy Ending" (edited for here, he said the real words). This was over the radio that all local and state departments hear. He was told to return to the office, and sent home. It became quite a joke in the office, and the wirey old desk sargeant, who hadn't commented before about it, said "I don't know why he did use the Ten-code and call it in as a Ten-98. We had to scramble for our code sheets because it wasn't a number we used regularly. Ten-98 is a stroke victim!
