If it has the "DSO" buck tag present with the special order number and special paint instructions (if it was a special paint unit), and that is the only tag present, the other one is missing. ALL cars had a buck tag with the last six of the VIN, the body code, the engine code, etc. Some of the early (pre-1985) non-special paint SSPs had only one buck tag and no "DSO" buck tag.

The one buck tag you've shown is what I call the "DSO" buck tag because it has the district sales office (DSO) and dealer special order (also DSO) numbers on it, as well as the agency and special paint instructions. Your other tag, which all SSP and non-SSP cars had, with the partial VIN, body code, engine code, rotations number, etc on it is missing. So yes, the car did have two buck tags. (If it were a Canadian SSP it would have had three buck tags...a third one for the "Road Abrasion" option.)
