that is not an 84. Clearly 85-86 by the charcoal molding. The headlight surround is also charcoal.

The 10-holes were probably swapped on during the car's time in EVOC training. I remember seeing a photo of the silver/white 1985 SMPV that had civilian 10-holes swapped onto it.
