If a GL or GT model was optioned with tilt but not cruise, they got a "deluxe" 4-spoke steering wheel. All in-service 1982 CHP items that I have seen shown that they were optioned with tilt steering but not cruise control, so they would have gotten the deluxe 4-poke wheel.

What the difference is between the "deluxe" 4-spoke wheel and the "luxury" 4-spoke wheel I do not know.

Correct.

I believe that the "luxury" wheel is what came equipped on my '83 TX car. It's the same wheel as the '82 (4 spoke), but the car has cruise, unlike the '82s. The difference between the two is that the outer rim on the '83 has a "woodgrain" insert running around it. The plain wheels do not have this, which I believe are referred to as the "deluxe" wheel.
