Check all the grounds as well as the power source for the ECM.

Well after a full diagnostic list I went through (Thanks Michael), I pretty
much confirmed my initial diagnosis so I jumped in with two feet and
pulled the tank. Inside is clean, sock is clean, etc. Bench tested the pump
and there was no response... DOA.

Put a new pump in it, re-installed the tank, dropped it on the ground and turned the key...
It runs again!
