Yes but most agencies fill the outer hole before they paint and sell the cars. The plastics could have been replaced by the previous owner. The hole on underneith the plastic will be seen as filler or weld.

Welcome D C.
I'm almost sure if the car had a light bar it wouldn't have spots. Also my car has 1 antenna in the middle of the decklid.
