Is it moved forward at the base to put the rack at more of an angle to help hide the barrel of the gun?

Looks like it's somewhat mounted the same but slightly lower. With the mounting holes we've seen on other SMPVs, I would have thought that they had a different rack all-together.

They could have been mounted flat on the floor (thats what they did on the 02 camaros), but my dad has never seen a CHP mustang rack floor mounted and I havent either.

Here is a Photo of my 89 CHP SMPV floor. The mounting holes are definitely different from the standard B&W. After matching the holes up with some of my equipment I believe I have the holes labeled correctly.

Great photos. Some interesting points:

This '93 is missing the "Safety and Service" scripts on the rear quarter panel.

That's a Regency MX3000 scanner, same as what came on my car. Normally mounted on the right side of the trans hump, it may be located here to accomodate the modified gun rack which laid the weapon down along that area:

Notice how when they repainted this '92 (which was originally factory B&W) to the SMPV all-white scheme, they left the beltline moldings black instead of painting them body color as is the norm for the '92s and '93s. I have a photo of a '93 SMPV that has that treatment also:

Hey Mike,
In that White SMPV, Interesting that they mount the scanner in the factory radio area and when did they use the Regency MX5000. I thought they used the MX3000 or the Turbo Scan in our SSP's.

Noticed that the SMPV only has one spotlight on it.......

Exactly! If you look closely, you can see the difference between the mounts. The pic above it shows a shotgun lock, but that one looks like a rifle lock to me.
