Default Bumper Cover Question

What is the purpose of the holes that are drilled in the bottom of the front bumper cover?? Is this for extra cooling?? I have a '91 LX50, but its not SSP.........just curious why the SSP's have it..........

Most of the SSP's that had holes drilled in the bumper cover were for the siren.
