pen writing on door sticker question and paint removal from another sticker

Hello all!!

on my 86 ssp, it's got in handwriting

"tires 13187"

now, what is that?? is that a part # for the tires for the agency, or the unit #??

as well, there is another sticker above the door sticker, but it's been painted over. Is there any safe way to remove paint without destroying stickers??
