Default ???? Any Ideas

I have this same plate in the back of my CHP i thought maybe it's a easy way to get at fuel pump?? Anybody have a clue? I don't have my car to take apart and check. It folds up along back just curious now that i see it on another CHP.

They all have it (including the '82s). No idea why (yet...definitely not to get at the pump, although there is wiring underneath there).

my 82 and my 92 CHP cars both have it. It was installed by CHP to protect the wiring harness that goes to the fuel tank/pump/sending unit etc.

It looks like my 86 had one at one time but is no longer there. Instead there's a big hole that some jacka$$ cut in the trunk floor to change the fuel pump. I will have to make one now and install it. Doug
