Ever thought the NCSHP was just going home and you happened to just be in front of him? Or going anywhere for that matter? Or maybe he likes to work that road and was hoping to catch someone speeding going the other direction? He's a State unit that covers large areas on patrol so being behind someone for 10 miles isn't really that big of a deal as you think it is. No disrespect meant but this sounds like a young drivers sentiments. The PoPo can never be behind you unless he's after you! Lol.
