I'm no expert here, but the pictures I've seen in various police car books show the arrow on top mounted just behind the red/blue lights in a step mount. The attached photos are blown up and cropped so the detail isn't that great, but does seem to show the stepped bracket.

I've also got a pic of a Caprice with a step mount and the red/blues on top of the arrow.
