Also... adjust the idle screw, screw it in some until it starts to idle by itself.
I fixed the CHP Museum's mustang that way. It had the same problem as you are having.
It was screwed all the way out.
Put a newer TPS on it, adjusted it and the idle screw.

Ran perfectly after all of that. A little throttle body cleaner, adjust the TPS and the idle screw. See what happens.
