Charlie,

Sounds pretty simple to me. Make an offer continguent upon the seller obtaining a valid smog and safety certificate that will allow you to register the car. We also must pass a smog test in Nashville before registering a vehicle 1975 and newer. Very easy for the dealer or individual for that matter to take the car to have it tested. If you are willing to buy the car, No Pass, No Pay! Simple enough.

Tennessee has no safety test so as long as you have the money, a smog certificate and a title, you are good to go! State and city governments make more money off tickets for safety violations than they would with a yearly safety check so why ruin a good income stream for the state, counties and cities.
