It must have been ordered by the State of Georgia for some unknown usage. There are a pair of 1985 SSPs towards the end of the VIN list where one was marked on the build sheet as "CALIFORNIA", as seen here:

That car is not a CHP unit, but the State of California bought it for some unknown reason. This wrecked car may also be a similar situation. If the owner cannot find the buck tags, then we will need to add it to our list of VINs for Marti Reports.
