Yes, the ISP mustangs were factory ordered in all black, but never served without a white roof. Up until recently, the white roof was designated as a marking of ISP patrol vehicles by state law. Differing theories on white law required the cars to have a white roof, but the two most quoted scenarios are the lack of air conditioning on older vehicles caused them to be pretty hot, so the white roof was installed to keep down the heat. The other theory is that a state senator was given a citation by an ISP trooper, whom he thought was running a speed trap, so to prevent it from happening again he designed a paint scheme that would stand out and be noticeable. Whichever theory you choose, ISP hasn't had any all black patrol cars in service until 2010.

And I did order the decals, but haven't paid for them yet, so I think I will cancel the order unless the buyer wants me to get them and include them with the car.
