No. The Sheriff's office bought several marked and unmarked ones, but I don't remember a blue one. The last one that they sold that Riley's buddy Mark got had been sitting back there for awhile after they moved into their new building and was missing a few parts. I didn't even know they had it (it was grey), so it's possible they had a few others that were admin-type cars. Mark W. supposedly knows the fleet guy up there, who helped him with the '91 Crown Vic resto (which is probably missing a lightbar), so you might try asking them.

Looking at your Carfax again, though, it looks like it was involved in a crash before it was even titled.
