door lock plates

just wondering if any one has saw this before. my 90 ssp has plates over the door lock cylinders on the outside of the doors. i take it they are there to protect the cylinder from being popped out. was this an agency specific thing?

Not any agency that I know of. Probably added by a civilian owner.

They still sell them. They also make them for the trunk. Very 80's.
