If car was reassigned to D.S.H.S. 91-2005 how has it been sitting in his garage since 96 awaiting resto????

Unless he has a second SSP tucked away that was also with DSHS, he got that car about 2 years ago from Ryan Elkins. I have seen/driven the car before John bought it. Nice starting point. Ryan sold it to get his other 87 that had all the gear in it. :)
