This isn't the best picture in the world, but it's one of the few of a 1985 North Carolina Highway Patrol Mustang. Thanks to Lynne Thompson for the photo. The search continues for a photo of a marked 85 Mustang.

AOD cars came with them. May even be 14".

They're 15" wheels with LTD wheelcovers.
